Committee established in 1945 as a successor to the Interracial Peace Committee which had been established after the race riots in 1943. Racial identity of the eleven male members of the committee and the seven members (three female)of the committee's staff is unclear in this report as is the committee's authority to actually do anything other than issue reports and recommendations. According to the Foreword: "It is not the function of the Committee to sit as a judge or preach against evil. The committee has sought to function as a technical, operating agency, to take a problem at a time and try to work out a solution. It makes no attempt to exalt its own virtue by condemning others.
