Laid in is a brief typed letter, signed from Justice Samuel Freedman, forwarding an advance copy of the report (presumably this copy). Justice Freedman, a Judge of the Court of Appeal for Manitoba, was the sole member of the Commission. Freedman consulted on this matter with Ernest W. Williams, Jr., a Professor of Transportation at Columbia University and the former owner of this copy. Two letters from Freedman to Williams are included with this copy of the report in which Freedman arranges to meet with him in New York in March, 1965, and enclosing some variously-sized material relating to the inquiry. His printed report mentions "fruitful" conversations with Williams. Also included is a copy of the Submission of Canadian National Railways relating to this matter which is dated January 1965.
