"The groups comp[rised within the Mission's Field are five: New Hebrides, Banks, Torres, Santa Cruz, and the Solomons." The current vessel is said to only be able to achieve 4 1/2 knots and that only when able to use its auxiliary steam power. This appeal was for a vessel with normal (nor auxiliary) steaming power able to achieve 10 knots.
